Scam?

Someone is trying to sell a 2006 Cannondale road bike with Full Dura Ace setup at only $700.
He even claims to have ridden it for 3 times and about 15miles only.

Here's a list of parts and a picture:

But there's a catch. The guy claims to have moved from Toa Payoh to Penang due to work and will use a 3rd party to deliver the goods.

Here's part of the email correspondence:

"Am from Toa Payoh area but currently working here in Penang Malaysia i got posted some few weeks back. Got my new scooter so need get rid of this baby. So looking for someone back home who is interested in.
Asking price for this bike is $700 with delivery inclusive.
If interested you can get back to me with your full details where that can be done. I will arrange with the service incharge and they will contact you on when delivery is possible. All payment should be made to them.
You will have 2days to cross check that the bike is ok, if you are satisfied then you will ask the service to make payment to me, if you are not satisfied all your payment made to the m will be refundable. They only act on third party for us both in other to make the transaction good."
